Because that's what she'd be doing. The only reasons she isn't now is that she's actually seen the Capitol, and because the place is trashed. Full of empty shelves. She tries to picture people from District Four reacting to this, and even with the empty shelves, they'd be thrown.

She's not sure how to react. It's so.... It's too much, is what it is.
