It would be possible to run into him in person. Depending on whether or not he's confronted with hostility, he will defend himself, which creates a very real risk to the characters confronting him and to Joe himself. It's very possible he'll kill himself sooner than let himself be taken, and equally possible he'll die trying to fight them off. If you're comfortable with the potential risk to a source of (cryptic) information, then go ahead!
